Data Scientist

Johns Hopkins University is looking for a Data Scientist to join the Analytics Team at the Center for Government Excellence (GovEx). Our team works to unite data with subject matter expertise on social topics that are relevant to cities and their residents. We make both data and its context readily available to be used and consumed by city employees, developers, and the public. We also provide coaching and technical assistance to cities aiming to improve their data practices.

As a Data Scientist, your main responsibilities will include transforming complex datasets into insights that cities can use for decision-making and policy design. You will be part of the development of data tools and resources and will conduct analysis to support cities in their use of data. You will work in collaboration with our data visualization specialists, data engineer, data scientist, analysts, researchers, program managers, coaches, and other external collaborators and partners in support across all the portfolio of data projects carried out by the GovEx Analytics Team.

The Data Scientist must be someone with experience carrying out advanced analytics projects and research, intellectually curious, and with commitment to unlocking the value of data for the public good.

You will report to one of the Program Managers.

Specific Duties & Responsibilities

Advanced Analytics (70%)

  • Design data modeling process to build statistical and simulation models on complex data sets. Provide detail oriented and organized analytics and models to transform data sets into meaningful insights to inform stakeholder decision making.
  • Research best practices and state-of-the-art methodologies that can be applied in our field.
  • Identify data sets for modeling which lead to quantitative conclusions.
  • Clean, assess quality and bias, explore, analyze, and visualize data.
  • Document, share, and train others on your methods.

Technical Assistance (20%)

  • Use subject matter expertise to coach cities in best data practices.
  • Train analysts in cities to learn how to use software tools to carry out analysis.
  • Develop models and tools to be used by cities related to the use of data.

Other tasks (10%)

  • Collaborate with developers, analysts, data scientists, researchers, policy experts, and others.
  • Collaborate with external partners, contractors, and vendors.
  • Communicate with GovEx leadership, and others on the team.

Special Knowledge, Skills, & Abilities

  • Ability to define problems and convert them into questions which lead to quantitative solutions.
  • Ability to train and consult with non-technical audiences to capture problems and deliver solutions.
  • Experience analyzing geographical data and knowledge of GIS techniques.
  • Knowledge of Natural Language Processing.
  • Experience pulling data from databases and using SQL.
  • Experience leading research projects.
  • Experience coaching and training on data practices.
  • Familiarity with public sector data and policies.

Minimum Qualifications

  • Masters Degree.
  • Five or more years of relevant quantitative research and analytics experience, with at least two of those years including complex programming experience.

Preferred Qualifications

  • PhD in Data Science, Statistics, Physics, Math, Engineering, Computer Science or other quantitative discipline.
  • Five years’ relevant experience conducting advance analysis and developing machine learning models.
  • Proficiency with statistical programming languages (e.g., Python).
