A city’s workforce is one of the most critical assets to unleash potential and solve the most pressing challenges. Human resources’ policies and approaches have been outpaced by the evolution of technology, the changing landscape of the culture of work, and the needs of labor forces that are rich in talent, diverse in demographics, and for the first time four generations. The antiquated structure of government is mirrored in the workforce, reinforcing silos, creating missed opportunities for collaborations, and underutilizing skills that have significant potential. The Bloomberg Center for Government Excellence (GovEx) helps public sector leaders craft a Data Workforce Strategy.
This Data Workforce Strategy will focus on these key elements: hiring a chief data officer/team or equivalent in city hall, attracting new skills and diverse talent, retaining talent and skill building, and creating a lasting culture.
