Amy Edwards Holmes leads GovEx’s increasingly global efforts to bolster the capacity of public sector organizations to build data-fluent workforces and harness data to generate public value and improve public services while strengthening the research and evidence base around data practices that work. Most recently Holmes was a Deputy Assistant Secretary at the U.S. Department of the Treasury where she led government-wide data and modernization reforms to make the federal government more transparent and effective. Most notably, she led the policy development and implementation of the first open data law in the U.S.– the Digital Accountability and Transparency Act of 2014 (DATA Act) – which standardized data for more than $6 trillion in annual spend and enabled taxpayers to monitor how federal funds are allocated and trace those funds to direct investments in their community. Previously, Holmes was the Director of the Task Force on Government Performance for the U.S. Senate Budget Committee where she led numerous reforms to increase the use of data for Congressional decision-making. For over 20 years, Amy has been a driving force to increase use data at all levels of government to unlock the potential of data to improve public service delivery.
