Senior Director for Data Programs

The Bloomberg Center for Government Excellence (GovEx) at Johns Hopkins University (JHU) seeks to hire a Senior Director for Data Programs to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.

The Senior Director will lead the administration of multiple data programs for local government leaders that includes technical assistance, coaching, and policy development towards the development of citywide data strategies and the establishment of performance management routines, all focused on using data to improve outcomes for communities. The Senior Director will manage a team of more than 20 consultants and staff to deliver the center’s signature programs and will be accountable for achieving program results.

The Senior Director is a dynamic and visionary leader responsible for ensuring excellence in the design, implementation, monitoring and evaluation of data initiatives and programs at the GovEx at JHU. This role is critical in driving programmatic excellence, ensuring that all center initiatives and programs are designed in alignment with the center’s mission and strategic goals, that they are implemented with fidelity to approved work plans and budgets, and achieve their intended impact.

Since 2015, GovEx has supported over 10,000 public sector leaders in 37 countries, and over 568 cities, counties, and states by providing coaching and technical assistance; research and analytics; training and capacity building; and human resource support. GovEx is a recognized leader in the provision of public sector training to upskill employees and improve data practices through self-guided courses and instructor-facilitated learning.

Specific Duties & Responsibilities

 Strategic Leadership

  • Lead, mentor, and manage a team of data professionals, including data analysts, data advisors, data and policy consultants, and program managers.
  • Develop and implement strategic plans for data programs, ensuring alignment with the organization’s broader goals.
  • Foster a culture of collaboration, innovation, and continuous improvement within the data team and across the organization.
  • Oversee the allocation of resources, ensuring that projects are delivered on time and within budget.

Program Design and Development

  • Strategic thinker with a proactive, solutions-oriented approach.
  • Passionate about data and its potential to drive improvements in government.
  • Lead the design and development of high-impact initiatives and programs, including proposals supporting new partnerships, collaborations, grants and contracts.
  • Ensure that all center initiatives and programs are designed to be evidence-based, scalable, and sustainable.

Program Execution, Optimization and Management

  • Oversee the development and implementation of all GovEx initiatives and programs by providing guidance to directors, managers, program teams and staff.
  • Ensure consistent monitoring and evaluation of program performance, making data-driven adjustments, as needed, to achieve desired outcomes.
  • Effectively deploy staff and other resources to optimize performance and to support program implementation.

 

Stakeholder Engagement and Collaboration

  • Build and maintain strong relationships with key internal and external stakeholders, including funders, collaborators, core partners, and civic leaders and organizations.
  • Manage engagements with stakeholders to gather insights and feedback to support and advance center initiatives and programs.
  • Excellent advisory and communication skills, with the ability to influence senior leadership and drive organizational change.
  • Establish and manage effective relationships with key partners.
  • Capably represent GovEx as a senior leader at events, meetings, conferences and forums.

Team Leadership and Development

  • Manage, lead, and mentor a team of directors and managers, and develop and sustain high-performing program teams.
  • Foster a collaborative and inclusive team culture that encourages innovation and excellence and aligns with the culture of the organization.
  • Provide regular feedback and professional development opportunities for team members.
  • Collaborative leader with the ability to work effectively across diverse teams and departments.
  • Excellent communicator, able to convey complex ideas in a clear and concise manner.
  • Committed to continuous learning and staying current with industry trends and developments.

Reporting and Accountability

  • Prepare and present regular reports for the Executive Director and partners on program performance and impact.
  • Ensure transparency and accountability in all program activities.
  • Oversee program management staff and ensure teams are managed effectively to meet program milestones and deadlines.

Minimum Qualifications

  • Advanced Degree required, preferably in business, finance or a related field.
  • A minimum of 7 years of experience working in strategic planning, project management, or other related work.

  • Proven track record of designing and implementing high-impact programs focused on data, data systems, results-based and/or performance management practices within the public sector.
  • Strong strategic thinking and problem-solving skills.
  • Excellent organizational and process optimization abilities.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate’s geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
