Quantitative Analyst

Johns Hopkins University’s Bloomberg Center for Government Excellence (GovEx) seeks to hire an energetic and curious professional to serve as Quantitative Analyst, this is a full-time position within GovEx’s expanding analytics team. The incumbent is expected to make significant contributions to the successful implementation of various GovEx programs, projects and activities.

The core responsibilities of this position include data collection, cleaning, exploration, analysis, and visualization to uncover insights, to respond to policy-related inquiries and questions, and to contribute towards the generation of innovative and creative solutions to assist local governments solve problems that matter to both leaders and residents. The Quantitative Analyst will develop high-impact tools, resources, and training materials to support the establishment of data management, performance management, and data analytics practices in cities around the US and in select international locations. In addition to possessing a strong understanding of quantitative analysis methodologies, GovEx seeks a Quantitative Analyst who is intellectually curious and committed to unlocking the value of data for the public good.

This position reports to the GovEx Deputy Director/Program Manager.

Specific Duties & Responsibilities

  • Conduct analysis of city data using advanced quantitative methods in mathematics, statistics, and computer science.
  • Collect, clean, explore, analyze, and visualize data.
  • Readily identify and leverage public open data sources (like the U.S. Census) and other research data sources.
  • Provide coaching and training for cities in support of their analytical work.
  • Provide research and analytical support to the other GovEx team members.
  • Serve as a subject matter expert to support the development and delivery of academic offerings via GovEx Academy.
  • Create leading-edge resources, including reports, tutorials, guides, blog posts, videos, etc, governments can use to advance their open data, performance management, and data analytics practices.
  • Collaborate with other analysts, data scientists, researchers, policy experts, and other technical and non-technical stakeholders.
  • Perform routine administrative functions as needed, including scheduling and document management.
  • Maintain clear lines of communication with GovEx leadership, and staff.
  • Perform other duties, as assigned.

Special Knowledge, Skills & Abilities

  • Ability to work with, and understand, complex datasets – including protocols for optimizing data hygiene and working with sensitive data.
  • Experience with version control software (GitHub).
  • Familiarity with Amazon Web Services.
  • Proficiency in Microsoft Office software, and G Suite and its applications.
  • Experience using project management and collaboration software.
  • Excellent attention to detail and a systematic approach to problem solving.
  • Excellent oral, written, and research skills.
  • Commitment to a collegial workplace.
  • Ability to work on multiple projects concurrently.

Minimum Qualifications

  • Bachelor’s Degree in related discipline.
  • Three years related experience.
  • Additional education may substitute for required experience to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • An understanding of quantitative research methods.
  • Strong proficiency in Microsoft Excel (Pivot table, Macro, and Solver).
  • Strong programming proficiency in Python, SQL, JavaScript and/or R.
  • Strong knowledge of data visualization frameworks such as Tableau, PowerBI, or D3.js.
  • Knowledge of open-source relational databases such as MySQL or PostgreSQL.
  • Familiarity with Arcgis Online and Operational Dashboard or QGIS.
  • Familiarity with public sector data, policies, and stakeholders.
  • Ability to work independently, with self-initiative, and in a results-oriented workplace.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
