Program Officer
The Centers for Civic Impact is hiring a Financial Manager to support its growing portfolio of projects supported by diverse donors and sponsors. The Financial Manager will address day-to-day requirements for financial management and reporting, financial forecasting and budgeting and all financial aspects of the Centers’ grants management system.
The Financial Manager must possess the following skills and experience: financial planning and forecasting, budgeting, analytics and reporting, project-based budgeting and accounting, financial management of grants and contracts, development of internal standard operating procedures, processes and policies and management and supervision of staff. The Financial Manager should also possess experience working in and knowledge of Enterprise Resource Planning (ERP) systems supporting financial management, accounting, procurement and reporting. Prior experience with SAP and working within a large academic institution is preferred, but not required.
The Financial Manager reports to the Senior Director for Operations and Administration, directly supervises all finance and grants management staff employed by the Centers, and is expected to work in close collaboration with other staff and leadership of the Centers and a range of University stakeholders.

Specific Duties & Responsibilities:
Financial Management, Accounting & Reporting
- Develop and maintain budgets and financial reports to support the design, launch and management of projects and initiatives
- Produce project-specific and organization-wide financial plans, budgets, forecasts, variance analyses and reports to support effective management of the organization, programs and projects, and to meet University budgeting requirements
- Facilitate timely processing of financial transactions (invoices, payments, expense reimbursements, and procurements) through University financial systems and in adherence to University policies
- Create high quality financial reports in compliance with requirements of donors and sponsors and consistent with University templates and guidelines
- Communicate with donors and sponsors, Centers leadership and staff and University stakeholders, as needed, to ensure financial compliance and consistency with reporting standards
- Manage the development of contracts, sub-grants, procurements and other financial commitments
- Review and approve financial transactions including travel reimbursements and vendor payments
- Directly supervise all finance and grants management staff of the Centers
Financial Analysis, Planning & Policies
- Analyze complex financial data and extract relevant information from University systems and communicate necessary information to leadership, staff and project teams
- Oversee adherence to University and internal policies and practices associated with the management of funding and processing of expenditures
- Manage the generation and presentation of financial analyses and budgets requested by leadership and/or University stakeholders
- Develop and implement tools for financial forecasting to assist leadership to effectively monitor current projects and to plan for new projects and initiatives
- Contribute to the development and implementation of business and strategic plans that promote the growth, sustainability and smooth functioning of the Centers
- Contribute to the development of proposals for new grants and contracts through the generation of cost estimates, financial narratives and operating budgets
Perform other duties, as assigned, in support of the Centers.
Minimum Qualifications (Mandatory):
- Bachelor’s Degree in Finance, Accounting, or other related field
- Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit
- Additional education (Master’s in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula*
Preferred Qualifications:
- Master’s Degree in related field
- Experience with SAP Enterprise Resource Planning (ERP) software
- Experience working within a large academic institution
Special Knowledge, Skills & Abilities:
- Demonstrated ability to manage financial and budgetary responsibilities within grant-funded organizations
- Advanced knowledge using financial software applications including Microsoft Excel, Microsoft Word, Microsoft Outlook, and SAP
- Experience working with grants, MOUs, and contracts and preparing financial reporting for private foundations as well as local, state, and federal government agencies
- Excellent communication and interpersonal skills
- Capacity to work independently and in a results-oriented work environment
- Advanced analytical problem-solving ability
