GovEx Chief of Staff Rudy de Leon Dinglas appointed to Maryland Transportation Commission, successfully defends doctoral dissertation
Bloomberg Center for Government Excellence (GovEx) Chief of Staff Rudy de Leon Dinglas was appointed to the Maryland Transportation Commission and successfully defended his doctoral dissertation — all in the same week!
Dinglas has been with GovEx since 2019, when he joined as a senior advisor, coaching leaders in our partner cities on best practices in data and performance management. In 2021 he was promoted to Data and Performance Manager before taking on the chief of staff role earlier this year.
Gov. Wes Moore appointed Dinglas to a three-year term on the Transportation Commission, which advises the state transportation department on policies and programs across Maryland. The appointment harkens to Dinglas’ early career, when he worked for the Baltimore City Department of Transportation to usher in bike lanes, angled parking, bikeshare programs, and a free local bus service.
Dinglas earned his PhD in Public Policy from the University of Maryland Baltimore County. His dissertation focused on what motivates local government employees to engage in performance management practices and the role of transparency in those efforts.
