Introducing the AI Capacity Quiz

The Bloomberg Center for Government Excellence designed the AI Capacity Quiz to help cities deliver value with data and AI right away, wherever they are on their AI journey. The quiz will show cities where they stand, identify areas where additional capacity would be helpful, and provide recommendations to help them get there.

The quiz asks questions about people (training and internal capacity), policy (governance and rules), and technology (software and infrastructure). Cities get immediate feedback on where they stand and catered recommendations on how they can improve specific gaps. Cities answer up to 33 questions across these three areas, such as:

The people-process-technology framework is a decades-old approach to managing and evaluating organizational change, and we believe it is just as relevant today as ever (although we’re using the term “policy” instead of “process”). All three components are equally important in determining an organization’s adaptability and measuring progress.

An organization must prepare its people for change through training and recruiting and hiring strategies. Policies and processes must address changing environments and new considerations. Technology must support and advance, not get in the way of organizational aims. All three realms are particularly vital for organizations with the diverse infrastructure and wide range of roles that a city government has. 

These areas are important to evaluate not just for a government’s adoption of AI, but to prepare city governments for the economic and social realities of a citizenry increasingly accustomed to, interacting with, and expecting AI technologies.

Once a city completes the assessment, its scores are plotted onto a spider graph, like this:

In the spider graph for the sample city above, for example, the results showed that the city’s policy and technology levels were roughly aligned with the median of cities that have taken the assessment so far, but they were a bit behind other cities in terms of people. This would indicate that the city might focus on upskilling its workforce or engaging community members to advance its goals to leverage AI.

Based on these results, the assessment determines a city’s AI readiness in one of four categories:
