In partnership with the Johns Hopkins Institute for Education Policy (IEP), Bloomberg American Health Initiative, Baltimore’s Promise, and others, GovEx focuses on supporting cities in improving educational and workforce outcomes for all residents, with a special focus on Opportunity Youth.


In the United States, 4.9 million people ages 16 to 24 are disconnected from school and work. This disconnection is often driven by poverty and trauma.

GovEx is partnering with Baltimore’s Promise and the Bloomberg American Health Initiative on a process evaluation of the Grads2Careers program, which is meant to provide job training and wraparound services to Baltimore City Public Schools graduates.
